Ukrainian President Volodymyr Zelensky States Absence of Explicit Security Pledge from Allies

President Zelensky has stated that European allies have not given him concrete pledges that they will protect his country in the case of a future Russian attack.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after Britain and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.

However, comprehensive defense assurances have yet to be solidified. The US, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which included some three dozen nations that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron later said a significant number of soldiers may be deployed.

Allies proposed that the US would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

Moscow has thus far remained silent on the announcement made in the city of Paris.

President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the foreseeable future".

He continued: "It paves the way for the legal framework under which British, French and partner forces could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the years to come."

The Ukrainian leader praised that agreement as a "significant leap of progress".

A day later, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, strong security guarantees," he said when asked if European countries would come to Ukraine's aid.

"But as long as we lack such security guarantees - formally ratified, endorsed by legislatures, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you still have to rely primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

One envoy stated the participating countries "largely finished" their work on finalizing security arrangements.

Recently, the President indicated a settlement was "90% ready".

Territorial concessions and defense pledges have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.

Russian forces currently controls about three-quarters of the Donetsk region, and some nearly all of the adjacent Luhansk region. The two regions constitute the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
